Roster Procedures for the
Maryland & Delaware USSSA Youth Program
Please
refer to the Registration
Year to determine roster age eligibility for the current USSSA season.
Any
team participating in at least one USSSA tournament is required to enter its
roster online and coaches must have in their possession a hardcopy of their
official USSSA roster with all player
and parent signatures at all times at any USSSA events. It is not mandatory that you turn in a copy
to USSSA before the event but all managers must be able to provide a copy upon
USSSA’s request signed by all players and parents (regardless of age group) at
any point during a USSSA event.
Requirements Regarding the Online
Roster
- To begin entering the players onto the roster, login
to the ISTS system at www.usssa.com
using your team’s ID and password.
Then, highlight “Roster Adds and Updates”, agree to the affidavit
on the following page, then begin adding players. Keep in mind that you do not have to add
all your players at once. You can
add to your roster periodically.
- At no time may a player be actively participating on
the rosters of two different teams at the same time, even if the teams are
from the same organization or in different age brackets.
- Once the team roster has been completely entered
online, click on “Printable Roster” and print off a copy. It needs to be signed by all the players
and parents, regardless of the age bracket. EXCEPTION: Players who will be 18 at the time of
their first tournament do not need a parent signature. Teams are required to keep a signed copy
with them at any USSSA event.
- Birth certificates do not need to be filed
with USSSA, but legible copies must be kept with the team at all times.
Frozen
Roster, Adds, Pickups & Releases
Definitions:
“Participated”
– a player is deemed to have participated on a team if she was included on a
team’s lineup card as a player or substitute in a USSSA sanctioned tournament.
"Add"
- refers to adding a player to a team's roster who has not participated with
another USSSA team during the current Spring/Summer season.
"Pickup"
- refers to adding a player who has participated on another USSSA roster during
the current Spring/Summer season.
“Release”
- refers to a player being removed from a signed USSSA roster in order to join
another team.
“Frozen”
– once a roster is frozen the manager will only be able to add up to three
players to their online roster unless they request approval from USSSA to add
more.
“Locked”
– once a roster is locked the manager will not be able to make any changes to
their online roster unless they request approval from USSSA.
- FROZEN ROSTERS:
A Maryland or Delaware team’s roster will be frozen once they a)
qualify for the World Series in a spring/summer tournament or b) play in a
spring/summer tournament if they qualified in the fall. Managers can add
as many players as they wish to an unfrozen roster but can only add up to
three players to a frozen roster.
If the manager wishes to add more than three players to their
roster after it has been frozen they must request approval from USSSA to temporarily
unfreeze the roster.
“C”
teams are not required to qualify for the World Series so all “C” rosters will
be frozen June 15.
- LOCKED ROSTERS:
Within 72 hours of a team participating in a USSSA World Series
their roster will be locked and any changes must be made through their state
director.
- Fall/Winter/Indoor
Player Pickup Policy: Many teams and players use the fall/winter/indoor
as a “trying out” period, such that neither managers nor players
necessarily want to be locked onto one another until July 31, 2013 just
because they played in an August 2012 tournament. Accordingly, the roster policy for the
fall (August 1, 2012 to December 31, 2012) or winter/indoor tournaments is
such: For a player to participate
on a team in a fall/winter/indoor tournament she must be on that team’s
online roster and have signed it.
If she then plays on another team in the fall all she has to do is
be added to the second team’s roster and sign that one as well. She does not have to submit a player
release form, nor does she use up her one-time release privilege allowed
per season. Theoretically, she can
play for as many different teams in the fall as she wants as long as she’s
added to each team’s roster, signs it, and the coach maintains a copy of
her signature for that event.
- Spring/Summer
Player Pickup Policy: Once a player participates in a spring/summer
(January 1, 2013 to July 31, 2013) tournament, she’ll be committed to the
first team she plays on. For the
remainder of the 2013 season, the player will be given a one-time release
privilege in which she will have to follow the steps below to properly
file a player release form with USSSA.
- A team may not add or pickup any players on Friday,
Saturday or Sunday during a weekend in which the team is participating.
- If a player who a manager interprets to be committed
to his/her team is showing up on another team’s online roster the manager
should contact USSSA immediately for assistance in determining the player’s
proper team.
PLAYER RELEASE:
- Before a team can pickup a player that has participated
on another USSSA roster during the Spring/Summer, that player must
complete a Player Release Form (PRF) and submit the form and a $15 player
transfer fee to USSSA by the Thursday before the weekend that the player
wishes to participate with the new team.
Both the PRF and fee must be received (either by mail or by drop
off) prior to the release being official.
Once the PRF has been validated with USSSA, USSSA will delete her from
her original team and the new team’s manager can add her onto his
roster. The manager should then
maintain a signed copy of the roster showing the new player has been added
to the roster. A PRF can be
obtained by clicking on Player Release Form. Players may only be released and picked
up one time prior to the
WS.
- When a player declares she no longer wishes to
participate on a team whose roster she has signed, that player must return
all equipment, uniforms and similar items that were distributed to the
player specifically for the 2012 season.
The player must return these items within 7 days after notifying
the team manager, either verbally or in writing, of her intention not to
play. All monies that the player
has deposited with the team or has earned as part of fundraising campaigns
will remain with the team.
Once
all the items have been returned to the old team, the manager of that team must
sign the player's PRF. By signing that
form, the manager is stating that all items have been satisfactorily returned
and that he/she is granting the unconditional release of the player. The purpose of having the manager of the old
team sign the PRF is not to give him/her the option of preventing the player
from re-signing onto another team, but rather to signify that the manager has
received all required equipment and that the player is leaving in good
standing.
Financial
arrangements between the player and team, whether unfulfilled or perceived to
be unfulfilled, are irrelevant to the player release process, as it is the
responsibility of the team to ensure that all money due is collected from the
player on a timely basis.
- Alternatively, if a
manager informs a player that she is being removed from the team roster
without the player’s mutual consent, then the team should show good
will to the player and return all money provided by the player to the
team on a pro-rated basis. For example, if the player
deposited $500 with the team and the team is scheduled to play 10
tournaments in the season, of which 3 have been completed, then the team,
in good faith, should refund the player $350. The manager is obligated to
sign the PRF for any player released from the team.
- Any conflicts resulting from player/manager
relationships involving releases will be resolved by USSSA.
